Washington must develop a comprehensive response to the crisis that mitigates damage, promotes economic and environmental recovery, and delivers solutions to ensure resiliency in the face of future catastrophes. Right now, Americans need answers that will ensure the protection of their environment, the freedom and productivity of their economy, and the security of their lives and property. While the federal government may lack the resources and expertise to stop the flowing oil at the site of the disas­ter, it has the authority and responsibility to play a more proactive and responsive role in mitigating and recovering from the effects of the disaster.
